was there is this requirement at the time, gun safety class, which was five hours long, and you could not teach it in the city because it requires an hour at the range so you had to leave the city. there were really no restrictions. it was open ended on who could teach it, where they could teach it. it was all these men teaching it in these homes. it made me feel very unsafe. i couldn't find an instructor. in the end the city council, because of reading all this, exposing all this, the city made it virtually impossible for people to get guns in the city, the city council passed a law this year that took away that requirement, that five-hour class. and a couple other small requirements, but there's still 11 steps to gun ownership in washington which is only down from 17 when i did it. host: emily miller, who is charles sykes and what's his role in the gun-buying process in d.c.? guest: well, charles sykes is the one legal gun dealer in washington, d.c., and he's been doing it for years. he does not buy and sell. he has a very unique role which is transferring the guns, because federal law says you have to have

of thoughtfulness that needs to happen, rather than arbitrary cuts. host: a lot more stories about your largest city, detroit, and its economic issues. what is the future of that city? guest: detroit has many great things going on, young people moving in, some great projects going on. the challenge in detroit is city government. it is not a recent issue. there are good people in the recent administration. this goes back for decades. the city government is unsustainable in terms of its finances. it needs to provide better services. we have had a review team looking at the finances. one of the question it asks is, do we need to take additional steps to get detroit's finances together? -- working better? oddly partner with the city to get that happening? detroit will be a great city again. that is critically important for the future of michigan. caller: what is happening in detroit is disgraceful. look. you run for office. you get in, you get that power, and all good ideas run out of your mind. it seems like all of the government, including state, is bought and sold to the highest bidder. you start off

's office, attorney general eric holder, to just in my city alone, the city of houston, to report 15 voter abuse cases. without the preclearance where would we be? or the proposal to eliminate the independent school district board of trustees, over a school district that has worked hard to survive, will be subjected to the preclearance to determine whether not only the students will be denied their right to learn in a school district they love and is fighting for their education, but that elected persons will be denied the right to serve and others denied the right to vote for them. the voting rights act protects all voters. it gives them all the right to vote, one vote one person. shelby county has raised the issue they should not be subjected to preclearance. they are beyond that. the district court, federal court decided in washington, d.c., that they were wrong. that preclearance is constitutional. and we know that well because about -- because when we had the privilege of re-authorizing section 5 in 2006, building on the leadership of my predecessor, the honorable barbara jordan, who
. our next caller from jersey city, new jersey. caller: good evening. i just wanted to make a comment. i do think that this whole issue is very much an interesting issue. i do think it is a bit exaggerated. the thing is, things do happen. the whole talk about america's life expectancy may be lower than the other developed countries -- but i think unless we come up with innovative ways to bring it better met, alleviation for the health crisis, only thereafter we can really think about all of the solutions. i guess we are just beating around the bush, as they say. host: avoiding what, exactly? caller: talking about the -- not really the solutions. what to do exactly. host: you would like to hear more recommendations? caller: absolutely. guest: the caller makes a good point. the third part of our report is all about recommendations. we feel that because of the gravity of our findings, our society, our country, our state and local communities really need to do something about this. we get into some detail about what we need to do. it is a call for action. host: tell us about the amount of mo

different from someone who grew up in a farm, somebody who grew up in an inner city. there are different realities and we have to respect them. but what we know is that majority of gun owners know that 100 or 1,000 more of our children are shot or killed in a senseless fashion. there are common sense steps we can take to build a consensus around -- we cannot shy away from taking those steps. bottom library is, people we have a lot of work -- bottom line is, we have a lot of work to do. it won't be simple, there will be frustrations. there will be times where you guys are mad at me. i will occasionly read about it. but, as long as we keep in mind why we came here in the first place. as long as we think back to whatever inspired each of us to say maybe i can give something back. maybe i can make a difference. maybe my purpose here on earth is to not just think about what is in it for me but what is in it for the broader community, for my neighborhood, for my state, for my cune. we need to keep that in mind every day, i have no doubt that we will continue our extraordinary progress that we'

don't want to go city by city for security reasons, when you look at these, we'll look at this and determine how safe they are security-wise? >> state asked us to join a team that other than would look at 19 emb and determine what was needed there in order to better secure those facilities. and i think based on that, it gives us the opportunity to then deploy additional marines if we have to and take additional steps to try to make sure that those embassies are not vulnerable. we do work with the state department when asked to try to provide guidance with regards to security. >> how often is a review done in some of these places, for instance, a benghazi? is it on a -- when the ambassador says, things are getting tougher or every couple of weeks, is it looked at, has this deteriorated or gotten better. what kind of matrix is used? >> the primary matrix has to rest with the state department and the ambassador within that country to be able to review just exactly what is the degree of threats they are confronting and then what actions they should take in order to deal wit
a bipartisan group of city elected officials, business leaders, and community advocates gave me a message to bring back the congress. i'm proud of their joint effort and i'm proud of their service to our communities. i consider it a privilege to deliver their message. in our state, we are concerned that congress will turn the clock back on arizona's hard work and progress. we are worried about hardworking families losing their jobs. as the granddaughter of a world war ii veteran and proud sister of a gunner's mate in the u.s. navy today, i remember every day that it is our moral duty to do right by the men and women in uniform who risked their lives to keep us safe. avoid the see questions tration should not be about partisanship or finger pointing. it's about jobs. it's that simple. i stand with the dean of our state's delegation, senator john mccain, when i say this sequester will be devastating for arizona. it's bad for hardworking americans and it turns a blind eye to my state's proud effort and proven perseverance. i affirm my commitment to working with anybody who is willing to put

the curvature of the earth and hitting new york city on this video with that very odd background music playing. but it just shows an attitude, and i think that we cannot stand idle and tell ourselves that further sanctions have no prospect of success, especially when we saw how effective for that brief period of time where the treasury department was so concerned about the counterfeiting of $100 bills that they actually forced deployment of those financial sanctions on those institutions which the north koreans used in order to have access to hard currency. we saw at that time the result and the protests from north korea, and the result inside north korea when there was not the money to pay the military or carry out the types of programs that they do in terms of their missile and nuclear testing. so it's time to be honest with the american people that frankly our current north korean policy is not working. it hasn't worked for a long time. going forward, we need to move away from that failed north korean policy to one with energy and creativity and focus, and i think we need to learn from what

pleased to yield to my good friend from the mayor of his city, the gentleman from new jersey, mr. pascrell, two minutes. the speaker pro tempore: the gentleman from new jersey, mr. pascrell, is recognized for two minutes. mr. pascrell: mr. speaker, we need a balanced approach to reducing our deficit. which makes responsible cuts while also raising revenue. this bill is not the way to do it. i have a great respect for the gentleman's intellect. but this is one of the dumbest bills i have ever seen come to this floor. let's take a look at it, mr. speaker. i rise in strong opposition to this rule and the underlying bill. as part of the fiscal cliff deal , we promise federal employees that they would see their first pay raise in over two years on march 27. this is a modest pay. half a percent. when you save $10 million talking about $1 billion a year. now a little more than a month before the increase takes effect, the bill before us today would break that promise. do you think, america, that this is going to solve the fiscal problems that the congress and presidents created? my home state of
